Capacity assessments provide a systematic analysis of what key capacities exist and a point of dialogue and negotiation on what additional capacities may be required to reach a desired development outcome. Assessment tools and methods vary depending on purpose (e.g. capacity development versus risk assessment) or entry points (e.g. enabling environment or organisational).
