Legislative and Regulatory Frameworks
Public procurement should be anchored in a solid legislative and regulatory framework providing the principles, organisation and procedures of public procurement. The main principles of public procurement are universal and laid out in UNCITRAL Model Law on Procurement, which has been the inspiration for many legal procurement reforms around the world. The legal regulatory framework shall always be adjusted to the national setting and priorities and is should be a reviewed and amended on a regular basis as needed.
