Globally, public sector management is increasingly under pressure to go beyond the implementation of policies and procedures and to produce results.  This trend is also reflected in public procurement which has often been more compliance based than other disciplines due to an anti-corruption focus. Countries and organisations are under pressure to introduce systems to manage performance in public procurement and not only to monitor compliance and implementation.
