Public Financial Management
Public financial management (PFM) covers the entire management of public funds from revenue collection, budgeting to disbursement and auditing. Public procurement is a subset of PFM, however often public procurement institutions and reform efforts have limited connection to the overall PFM. There is a need for greater interaction between the various fields of PFM, e.g. procurement planning and the budgeting should be carried out simultaneously as they are interdependent.
