Public Private Partnerships

Public-Private partnerships (PPP) are often seen as a method to finance public services/goods when the public budget is limited. Through outsourcing to the private sector capital for initial investments can be raised by private sector and the budget implications for the Government are spread out over a number of years. In essence, PPP is a distinct procurement method, which requires a regulatory framework as well as highly specialised procurement, financial and technical capacities in the public sector.
